The dispute has been occurring for two decades because the federal government regulates the tour buses while the state and municipal governments control the taxis, and these entities have been at odds over the issue. Taxi drivers think they have the exclusive right to carry passengers in Los Cabos, while tour bus operators offer airport transfers as part of package tours. Time will tell whether this new agreement solves the issue.
